Concerning the incident of  Pham Van Khuong  (56 years old), Deputy Director of Hanoi Department of Agriculture and Rural Development fell from a high-rise apartment block, Director of Hanoi Department of Agriculture and Rural Development Chu Phu My said that before, Mr. Khuong still came to the agency. work normally, no strange expression.

“All of Jiang's expressions are normal. In the morning of August 15, Mr. Khuong still went to visit the funeral with everyone and then returned to the office to eat. In the afternoon, he still went to work. 

After completing the job, he was driven home to drive. Mr. Khuong also told the driver that this morning, August 16 came to pick up early to go to the meeting on the General Department of Natural Disaster Prevention, ”  Mr. My said.

Mr. My informed that before the incident happened, Khuong also had no conflict with anyone at work.

Khuong's body was discovered by the people at Vinaconex 1 apartment complex (289 Khuat Duy Tien, Trung Hoa ward, Cau Giay district, Hanoi) at 16h50 on August 15, about 4m from the edge of the building wall.

The time of the apartment incident was quite deserted so few people witnessed the incident. 

According to the building's protection, the camera extraction process identified Mr. Khuong to the 27th floor - the top floor of the building and jumped to the ground, while Mr. Khuong lived in room 16-01.

At the time of the incident, there was only Mr. Jiang and the maid at home. It is known that Mr. Khuong lives with his wife in this building, his two sons go to study abroad.

The case is being clarified by the active authorities.
